Even tho Itachi didn't get EMS because he didn't really want it

It depends, do you mean at 13? Yes, itachi has MS at 13 and wins that fight. Madara is stronger when he unlocks MS & EMS though.

Yup, it seemed like itachi was much stronger than Madara while they were at the same age.

by the time madara got the one tomoe sharingan, itachi had already mastered the three tomoe version.

Pretty much this, Madara's youth performance wasn't on par with itachi's and sasuke's...
Itachi isn't stronger than Madara at all

but what this portrays is that if Itachi wasn't limited by his sickness, and choose to get ems, he may have surpassed him
