Itachi was protecting Konoha but he didn't try to kill tobidara?!?!

so in this manga i keep seeing that itachi=konoha protektor... but he only ever try kill tobidara (akatsuki biggest threat) when itachi die...when itachi was live he dont even dare try a move on tobidara but why!?!?!?
