Itachi got sick at some point in the akatsuki. He took countless of meds and shear will power to live long enough to die by saskues hands. He just wanted to get rid of that curse mark that saskue had..... Saskue wasn't good enough to awaken his MS at that moment, but he did latter, and he did get EMS. Itachi just set up that plan of those black flames so that tobi/obito woun't put ideas in his head, or something like that.

Itachi saw Sasuke's potential and how he unlocked sharingan at the same age as him. That combined with all the hatred he instilled in him gave him great promise in Sasuke's abilities... albeit in the wrong way....
