Assuming Itachi is healthy he wins with a moderate high difficulty. They are close in the majority of stats but Itachi's genjutsu is unique even among the Uchiha and can be used in a manner of ways that even Tobirama will eventually be caught.

to be fair this is a close fight imo. Tobirama and Itachi are elites in their clans and highly intelligent. Tobirama has faced Uchiha and genjutsu but Itachi is probably better at genjutsu than 99% of the Uchiha in Tobirama's era.

Itachi, KA one shots, restrict KA and then it will be debatable, even then, as some above me stated, itachi aint a normal genjutsu user, he is an expert which mostlikely will get tobirama in genjutsu

Tobirama showed a lot more than Minato in those chapters for example... I don't think the Tobirama fanbase has anything to complain about his screentime.

Comparing him to the uchihas would be ridiculouss anyways (screen time wise)
