The only way to break out of a genjutsu, is by "injecting" chakra in the one being genjutsued. Perfect hosts can't be genjutsued, because the tailed beast would notice this and help him out.

And if Tobi was so powerful, he would have genjutsued bee and naruto earlier.

Tobi. Tobi controlled the Nine-Tails with Genjutsu and The 4th Mizukage. Now.. I wouldn't say he killed Konan with it, because he had already stabbed her.

Yeah he may of had full control of his beasts chakra but that doesn't mean he has a second person / mind/ partner to get him out the genjutsu as in the beast isn't helping him out.
EDIT: Sorry, I think it was Madara anyways when he took control of Yugura, so definitely Itachi

OT: I think Itachi has this one, because it's said that no one can escape Tsukuyomi except relatives (then Perfect Jin could).
