Itachi vs Sasuke(read conditions)

We're talking about part1 Itachi vs Sasuke(at the kage summit).
Itachi was 18years at that time i think. Sasuke is 16. Do you think that if we compare them, Sasuke was stronger than Itachi at this age?

Not really sure he had Susanoo at that time, cuz when he fought against Sasuke he said he awoke it really later after achieving Amaterasu and tsukiyomi. Don't forget also his reaction when he saw Sasuke use it. He was shoked cuz he knew it's difficult to achieve it
