Itachi. He is faster and smarter than Sasuke. Itachi is like the fastest person with hand seals. He is also better at taijutsu than sasuke. If there is no sharigan, Itachi still has other forms of genjutsu that could possible beat Sasuke.

All sasuke has is more ninjutsu which are stronger, But Itachi can get around it

Sharingan equals Tsuyukomi, Susano'o and Amaterasu. Without this, Itachi has what? Above average taijutsu and good intelligence? Pretty much everyone can beat him without his Sharingan.

Totsuka sword or Yata mirror aren't susano items my friend... he just equipped them there , they have no real form, thus if he or orochimaru wielded it , it would be like a ordinary sized katana

Mostly agreed. Even neji would have a chance without their sharingan, but they still have their speed, intelligence, taijutsu, genjutsu, and ninjutsu they haven't copied.
