Itachi.
One look in the eye and Oonoki is pwned because he is already an old man, he cant take that much damage even if it is in a Genjutsu.
Oonoki can fly, but Itachi can cast a very huge Fireball that can cover a huge area in the sky.

Oonoki needa a little bit of time to cast his Dust Release. During that little bit of time, Itachi can use Susanoo...even if the Dust Release destroys Susanoo, Itachi still has a variety of jutsus...
