Proof? I never read this.
Kabuto always is in the scene when he takes control so he is somewhat controlling them. I think he even admitted that he didn't use Nagato well somewhere.

That's not a solid proof. A TBB, Rasenshuriken and Yasaka no Magatama were needed, after Itachi hold a little talk with Naruto and Bee where he explained them how this technique works and how to stop it, where Chibaku Tensei of course managed to grow. If you will attack it immediately, the force you will need will of course be weaker; especially since their combined attacks not only destroyed but pulverized Chibaku Tensei.
