not really, Itachi made it clear izanami is only for a certain type of shinobis facing certain problems not everyone.

Doesnt exactly paraphrase it like that. It works on anyone, it's those with the lack to accept fate is bound to succumb the longevity of izanami. Honestly it's up to interpretation but his quote seems like it wouldn't just apply to kabuto like folks but people with abnormal amounts of will power or thinks they're perfect. They would never accept their fate if it's unfavorable. Imo

Even if it don't, as long as you can still trap someone in it even for a brief moment that is more than ample of time for itachi to set them ablaze with amaterasu. Especially if that victim had yet to even realized theyre in a genjutsu to begin with. Kabuto didnt know till like the 4th-5th loop. As i said to that dhoh guy, it wasn't purely forbidden due to not being able to mentally shackled everyone unlike other gen but because it was used predominately on sharingan users which the latter can quickly see it's gen then counter loop.

Pretty sure kakazu reacted differently the second time around. You can replicate the strat but getting your opponent to replicate the same exact response? Unlikely.

Kakuzu panel was to show that repeated strategies can be done in battle, that's all.

itachi didnt just say have just those two same scenarios. He said something like you can have additional linked duplicate scenarios therefore it increases the chances successfully using izanami loop. You're right that it requires the users same reaction, So then it really just comes down to 2 optimal outcomes. 1. Use a technique that would force your opponent to only use one type of reaction action or use your own body in a way that could only get one proper response which is what itachi kinda did but with a clone. It's honestly just that simple, the hypothetical odds of them doing differently varies on their intel of izanami and the user's ability to strategize. If a genius with sensory couldn't prevent then the likihood of someone without either is set for failure. (Obviously circumstantial)

Its not just repeat strategies. You have to repeat the opponent's reaction.

kakazu reacted differently the second time naruto tried the same strategy. Meaning he didn't set up the loop had it been izanami.

Itachi needed sasuke help to set up the initial point of reference. And then after sasuke bailed him out multiple times he was able to replicate it, and this is again him having to take advantage of his edo body. So no even against opponents who don't have knowledge of the technique the chances of getting them to react to the same situation the same exact way twice are unlikely. Even then it only lasts against opponents who do the same exact thing over and over again, which is as i've stated highly unlikely
