The thread question is asking who is faster and the TC clearly states BASE SHUNSHIN (not my fault you can't read). Shunshin is a main measurement of speed in nv. Yet you are now saying it doesn't count, and are talking about foot speed? Wtf? Shunshin requires feet, so it is foot speed. You wanna talk strictly no jutsu and just running, then yeah pretty much all ninja are the same speed while "running". Almost everyone has no "foot speed" feats. Even Raikage has no foot speed feats, all shunshin. So I don't know why you even bothered to try and separate the two.
Im not relying on the db, im using it to support what the manga has already told us. It's not my fault you are having difficulty, you hate the db because you can't counter that it's a fact. Minato countered Ay win FTG. He didn't use shunshin because you can't counter Ay with shunshin, so not I'm not sure why that's relevant. Minato was tryiny to kill him, so anyone with common sense will use their faster and superior technique to "counter", not evade. In fact you go ahead and tell, if Minato could have shunshin out the way, what would that have accomplished, would that have defeated Ay :lol. If you were in the same position and you had the option of both FTG and shunshin, tell me what you would have gone with. If you say shunshin then you're just a fool tbh.

but seriously, if I've learned anything from the entirety of the anime, I think it's safe to say Minato is faster
Minato is faster, you can compare them by using other characters such as Sasuke, Bee, and A. Hebi Sasuke was able to keep up with Itachi even though he was slightly slower; Sasuke could not see Bee's speed while he was in 3 tail mode and had to ask Karin to track Bee's movements (Sasuke could see when Bee and A moved in a linear path but not when they were blitzing in all directions). A's Lightning armor lvl 1 was too fast for Sasuke's 3T (only was able to react when A moves straight at him in a linear movement) and A's LA lvl 2 was too fast for MS Sasuke). Minato's speed is fast enough to react to A's fastest attack (Minato physically reacted where as Sasuke didn't move at all but activated his Enton).
Seen someone posted Bee countering Minato, Bee knew Minato tagged him so was waiting for him. This also took place before Minato was Hokage so months to a year or two passed since they fought more than once and Minato left an impression strong enough to make Bee tremble at the mention of Minato. Madara called Tobirama the fastest of their time yet Tobirama said Minato was faster than him.
Seen someone posted Bee countering Minato, Bee knew Minato tagged him so was waiting for him. NO. Sasuke could not read bee Movements since when he was hard to follow because sharingan only reads taijutsu that was a kenjutsu fight speed wise Sasuke is faster than Bee, The latter just has much more skill in kenjutsu than Sasuke he lost because of skill difference not speed.
He only ask Karin to locate bee when he was hiding not to track his movements Gtfoh add the fact that he dodged bee in mid air this post was nonsense.

The Sharingan can see thru ninjutsu, taijutsu, and genjutsu unless it's high tier; I wasn't even talking about this but Kenjutsu is still based on body movement which the Sharingan can read (Sasuke copied someone's answers during the second Chunin exam by looking at how they moved their pencil. They also copy hand seals in similar fashion). Even with the Sharingan's precognition, which lets Sasuke see how others are going to attack, you're saying Sasuke was faster than Bee when the Sharingan already lets Sasuke see how Bee will attack? Clearly Bee was faster since that's the only way to bypass the Sharingan's precognition without using some type of smokescreen.

Next time say raw speed then. The op asked for shunshin, so not sure why you are even trying to ask. What puts Itachis raw speed over Narutos, or kakashis, or deidaras or Obitos, or madaras or anyone. Come on like wtf, why ask such a question when raw speed fears are almost non existent. Shunshin is the way they measure speed.

That's why bee had to use his shunshin to save Naruto from raikages punch, because he wouldn't have been able to get out of the way. That's why Tsuande was relieved and said "he was saved", she knew there was no way to dodge. So if Naruto can't dodge a speed pinch while standing, then how can he dodge a speed blitz while standing? You actually think Minato would have preferred to use a slower and less effective technique in such a situation, keep reaching.
Kakashi never compared anything to FTG, stop resorting to lies :lol. FTG is instant, doesn't even look remotely like shunshin, it's even stated that the speed between the two is not comparable. You know what's funny. Tobirama uses the same jutsu yet no one has ever compared him to Tobirama, nor has anyone stated anything about Tobirama being some white flash or whatever. Tsuande is his grandniece, she knows about her grandfathers and granduncles abilities. She knows he invented FTG, yet when she sees Narutos shunshin, she says its strictly like the yellow flash, why didn't she say he's just as fast as the 2nd and 4th Hokage. They use the exact same insta eons jutsu, yet which was is praised to be the fastest?. You also seem to think Minato and Raikage have fought once :lol, they fought several times.
