He was the one who was fighting Hashirama all throughout the war, and Hashirama has been the strongest in his clan.

People believe they were equal due to Obito's claim of how both Madara and Izuna unlocked MS and grew together. Was never actually stated they were equal just they leveled up together however the manga clearly shows us just because two people have MS doesn't mean they can be equal due to abilities and so forth. For all we know Izuna MS could have been a fodder ability
