I believe Itachi wins with no intel.

In Taijutsu, Bee would undoubtedly take it with his unorthodox Kenjutsu style, Raiton enhanced blades, Samehada, and speed and strength enhancement in V1.

The only Genjutsu that would be effective in this match-up is Tsukuyomi, but it could very well be the deciding factor. Bee has no knowledge of Sharingan Genjutsu, so he would not go out of his way to avoid eye contact with Itachi, and if someone like Sasuke caught Bee in a Genjutsu, Itachi could easily do it as well.

If Bee goes into a full host transformation, Itachi could combat it with his Susano'o and can most likely seal a large target like the Hachibi with the Totsuka blade.

It could, but by the time the Hachibi has disrupted Bee's chakra, the technique would be over, as the duration of the technique is one second, but appears to be 3 days in the mind of the victim.

Bijūdama can also be repelled with Yata no Kagami. The fact that B has no intel on Itachi's techniques just turns this into nightmare.​

Bee takes this comfortably.

1). He has Hachibi as partner method to break Genjutsu. Tsukuyomi isn't going to work, as Hachibi witnesses what Bee witnesses. Therefore, Hachibi will also be inside the Genjutsu, which allows him to use the telepathic ability to bring Bee's mind out of the Genjutsu.

2). I don't see why Amatersu is restricted, considering Bee canonically countered it and does again at any day.

3). Susanoo is blown by Bee's fire-power.

What Itachi has no counter to Bee is: Bee's transformations, ink: Bunshin, Whirlwind and Bijuu-Dama.

Before or after he has transformed? Nothing suggests Itachi will idle while B transforms into a bijū. Especially when we look at the intent. Whirlwind requires preparation. He can't execute it in a matter of seconds, while Itachi can (see: Nagato vs. Itachi, B & Naruto). Even if he does manage to execute the technique, Itachi will stay protected in his Susano'O, hide in the rubble and target him when advantegous. See the location.​
