There's no evidence to show Bee can cut off his tails on his own. Even if Bee somehow did, Itachi could just Amaterasu the main body. Plus, the moment Totsuka even touches Bee, the bijuu is sealed away. Itachi spammed Totsuka eight times when he cut off each of Hydra's heads. There are so many ways Itachi can win this.

Bijuudamas are tanked by Yata mirror so Bee can't fight from a distance, or else Yasaka Magatama and Amaterasu destroy him. The moment they enter close combat (and by close combat I mean Susano'o vs Hachibi, not actual taijutsu), one strike from the Totsuka blade seals him. Plus, Itachi easily deals with large targets such as Hydra and Chimera so Gyuki should be no different.

How is it a joke? If you're distracted in battle against a fast ninja you get jumped simple as, if he did react he wouldn't have had !? in his bubble. Its common for ninja's to get distracted by one move then assaulted the next second like sasuke did against kakashi in the bell test. CQC is game over for Killer Bee since he's most likely to fall under genjutsu. bee reacted to someone he was observing the whole fight at a distance so he can react to anything, what a joke.

-And lastly, there's genjutsu. Sasuke's genjutsu worked momentarily on Bee, even if it was just for a couple seconds before Gyuki broke him out. Itachi's 3T genjutsu lasted several seconds before Gyuki broke him out. Tsukoyomi will wreck Bee, since Itachi can manipulate time within this genjutsu. In the 2-3 seconds required for the Hachibi to break him out, Itachi can inflict enormous mental damage on Bee.
