Itachi. Though his genjutsu is rendered useless, he can both block TBB with yata mirror and seal Bee if he goes eight tails, which is a larger target for totsuka. But he wins mainly because he is a tactical genius and Bee is an idiot. However, there is definitely some difficulty in this battle.

Itachi cannot use his MS indefinetly, Susanoo wouldn't hold forever, the pain would cause too much strain on Itachi. Also Bee has Version 2 so he can avoid Totsuka.

The battle wouldn't last forever, though. Itachi would be strained and all but at Bee's first TBB it would be reflected and Itachi would stab with totsuka in the interval. If Bee was v2 Itachi would be in base. Like I said, he's smart.

Anyway, Itachi's fragility is the main reason I said he has difficulty.

Good point, but we've seen Bee fight an MS user before (Sasuke), and he only needed to go Version 1 to get a fatal hit on him. Itachi without Susanoo would not need Version 2. Also, a Tailed Beast Ball isn't the only thing that can break a Susanoo (see: almost every time in the series something powerful has hit the susanoo's ribs)

Well, thank god, Itachi isn't Sasuke. So I can't see him getting knocked around like a ragdoll by Bee. There is a chance that Itachi will have to use susano'o against v2 Bee, though he is fast enough to avoid KM Naruto btw. Itachi's susano'o is full so Bee doesn't have a chance in breaking it outside of TBB, which would just be reflected and used as a distraction to stab and seal. imo Bee actually has a better chance in v2, if he can wear Itachi out. But, he's not the brightest and so I see him going into full form and so losing.

Its so hard to decide. Itachi is way above what Sasuke showed during his fight againts Killer Bee.
I would ussually say Itachi High diff.
But his mission is just to capture him in this fight so Totsuga Sword can't be used.
And Im not sure Magatama is enough to knock off a Bijuu.

So in this case Killer Bee Mid-high diff

Since itachi has the intent to capture, he'd have to use a non fatal Tsukiyomi in order to put Bee into a minor coma or just knock him unconscious. Bee is no idiot and would probably avoid eye contact but Itachi will definitely be able to trick Bee into a Tsukiyomi. Sure Bee will eventually break out since he is a perfect jinchuriki but despite this, the Itachi's Tsukiyomi is on such a high level that Bee will still get hit badly.

In this fight, Itachi will be doing all sorts of tricks in order to tempt Killer Bee into looking into his eyes. Bee is very carefree and will eventually fall for Itachi's tricks. The problem is that Itachi can't use amaterasu against Bee or else he auto loses since his intent is to capture. Although he could still use it to weaken Killer Bee although then Itachi would have to extinguish those flames which would further put strain on his eyes and body something that Itachi can not afford to do.

Bee with his V2 cloak is incredibly fast at which point Itachi will need to use susanoo. It depends on how long Itachi can maintain susanoo although even without it, through the use of crow clones, he can trick Bee into a minor genjutsu only to be put into a tsukiyomi later on.
