Are you kidding me? You seriously believe that Jiraiya>Itachi AND Kisame? With the revelation of Itachi being a good guy it is painfully obvious that he lied not wanting to fight against them. Not to mention the fact that Itachi was worn out from using 2 Tsukuyomis in the same day. After escaping with Amaterasu he needed to deactivate his Sharingan and rest.

Jiraiya summons Ma and Pa, Ma and Pa can get him into a sound gen-jutsu, and thats one of the ways jiraiya would win. Also, Jiraiya has already seen amaterasu, so Jiraiya would know how to avoid it. In Sage Mode, Jiraiya has way more stamina than itachi, actually, he has more even without sage mode. And to itachi fanboys, susanoo for itachi lasts like 5-7min, so jiraiya would avoid it in sage mode, Jiraiya is also aware of the sharingan, for the reason being, HES THE BEST SANNIN!!! So jiraiya would be good a avoiding gen-jutsu, and jiraiya can seal amaterasu, so that is usless. And Jiraiya can sumon toads to stall some time to get into sage mode. By the way, itachi cant spam amaterasu, and jiraiya can block himself from amaterasu with his hair, because jiraiya can grow it back, and he can use his hair as an attack, the only problem is itachis susanoo, whick jiraiya can avoid in sage mode

Itachi was exhausted at that point and working as a under-cover agent for the leaf feeding the village with info on akatsuki. Jiraiya wasn't even aware so itachi had no reason to kill jiraiya, a fellow leaf ninja. There purpose of going to the village wasn't to face a sannin as that would cause an uproar; they had no other option but to escape. But disregarding that one-sided situation, Jiraiya is far below itachi and has no counter for the techniques itachi possesses. Tsukuyomi alone would take him down.

Basically, I cut this down into it's simplest components:

1. Who's smarter?

Does this really need to be argued? Jiraiya is intelligent, but Itachi is tied for the (if not the*) greatest genius.

2. Who's more skilled?

Jiraiya is skilled, but Itachi excels wildly in just about every ninja art: nin, gen, tai, fuin, shuriken, ken, med, etc.

3. Who has more powerful techniques, as far as the author is concerned?

One need only glance at Itachi's databook entries.

Conclusion

Ultimately, Itachi has a stronger arsenal/items and is *much* smarter than Jiriaya. He ain't losing.

For those who still can't understand that Itachi is actually a "GOOD GUY" and was trying his best to avoid fighting the leaf at all costs, just go to sleep.

As for the matchup, Itachi wins fairly easily. He has nothing Itachi cannot counter, whereas Jiraiya is screwed on multiple occasions. His summons are easily dealt with via Totsuka/Amaterasu, and Jiraiya will have no counter to Tsukuyomi. Even when he gets into SM, his best technique takes a while to prepare, giving Itachi a shot at his downfall. Itachi's common usage of clones and genjutsu starters just isn't Jiraiya's game. Itachi simply outclasses him in every aspect of the shinobi field. He has better Nin, Gen, Tai, Speed and Intelligence.
