Jiraya wins, he has a counter for Susano'o, and possibly amateratsu since he may have found a weakness to it when he put it in the seal (in the toads stomach). Jiraya can counter tukoyomi, and could probably break out of genjutsu that isn't tsukoyomi.
How can he counter Susano'o? Earth release swamp of the underworld could easily put Susano'o under the ground where they aren't visible if it put Manda have way through the floor when he barely had any chakra.
How can he counter Tsukoyomi? If Jiraya is in SM with fukasaku and shima they can disrupt his chakra at any given time putting him out of it. If he breaks out of it, it's probably over for Itachi, because Sasuke broke out of it and Itachi was in complete pain. They can use the sound genjutsu to trap him if he loses the tsukoyomi or Sage art: Goemon which would probably kill Itachi.
How can he counter Amateratsu? Well since SM Jiraya can sense everything around him, he should be able to dodge it with his speed and the before hand knowledge of the jutsu occuring or he could use SM to sense it happening and then have his hair surround him completely using chakra, with this being the case he could use Fire sealing method without receiving any harm or damage. If this wouldn't work, Jiraya could use the fire sealing method when it's on him if he wasn't able to move away; and remove the amateratsu which he has done before, and as we know Amateratsu burns very slowly (burned slowly through A and Bee)
What can Jiraya do? He can summon Gamabunta to help him fight Itachi, who hasn't shown any summons giving him the upper hand. He could easily beat Itachi in a taijutsu fight with the use of Frog Kata. His jutsu's are 3 times as powerful as Itachi's, however Itachi is an uchiha who is known for fire style jutsu's, but fire style isn't strong against fire style enhanced with SM or toad oil and fire style vs reg fire style. One Ultra rasengan and Itachi is dead, proof is that Itachi can't stand a hit that can destroy a full mountain. Fukasaku and Shima making sound Genjutsu, paralyzing Itachi and allowing Jiraya to easily win. He can do Wind Lion Mane's technique which would have Itachi's movements and jutsu restricted, and it's almost impossible to break out since it is as hard as steel as it uses chakra to extend and empower it. Sorry but I don't see Jiraya losing against Itachi when using SM, Jiraya High Diff.

Your counter for amaterasu, fail, Jiraya starts in Base 1) , 2) Is an imperfect sage and hasn't shown any sensing capablities in the manga 3) still doesn't have the speed or knowledge to dodge it
Counter for susanno? Right, Itachi turns off susanno and puts chakra under his feet.. the jutsu is stupid and any ninja with average intelligence knows the counter for jutsu like this
Summon gamabunta? cool, sharingan controls summons, ask Manda, basically the fight will turn into itachi and gambunta against Jiraya

Jiraya still can't dodge amaterasu in base , Still has no counter for tsukyomi, or any of itachi's basic genjutsu for that matter.. aka the paralysis genjutsu he used on Orochimaru... Jiraya has absolutely no jutsu that Itachi can't counter bar frog song..which he wont be able to pull off since the fight isn't lasting long enough for jiraya to get into sage mode + sync voices..
Itachi is much faster than him, Much smarter than him, and has already shit on basically the superior of the 3 sannins

I never mentioned him putting Itachi in the toads stomach because I know it's something that would only be a waste of chakra. Jiraya could summon Fukasaku and Shima and he would shortly turn SM, he can use the canopy formation barrier like he did against Pain to know when Itachi is close. If you think this wouldn't work, then Jiraya could summon a toad and tell him never to look at his eyes, while Jiraya goes behind the toad, and uses hiding in a toad technique where Itachi wouldn't find him, even if the toad where to lose and go under Itachi's control, Jiraya could make enough chakra to summon them and for them to fuse with him. If this where to work, all your points would be nullified, since you assumed in each point that jiraya wouldn't be capable of going into SM.
It's obvious that he can sense, one would have to be ignorant to believe he can't. Even if it is incomplete, it is basically like Naruto's Sage Mode, but slightly weaker. That is like saying Izuna Uchiha can't use Fire ball Jutsu because we haven't seen him use it.
If Itachi were in his Susano'o, he would have wasted a lot of chakra already just by turning it on. Once he does, if he were to use Earth release Mud swamp, The Susano'o would sink at least half a meter by the time Itachi turns it off and puts chakra at his feet and slowly goes up as he tries to use his muscular advantage to push up the mud (which would weigh a lot) Any use of Fire style on the mud and the mud would harden making it hard for Itachi to go out.
Okay, but he could still use him as a food cart destroyer, and if Itachi is able to control him, Jiraya could simply un-summon him.
Jiraya has never shown any sensing capabilities, naruto has, otherwise Jiraya would have known when the path was sneaking up behind him wouldn't he?
As for the mud jutsu...as i said... itachi just has to make the chakra that forms susanno dissipate... it is chakra after all.... then he just has to place chakra under his feet and get off the mud.. ressumon susanno... easy
What in the world? where are getting this stuff from? who said turning on susanno took alot of chakra.. the only thing stated is it hurts the body if you use it for prolonged periods of time..
Do you realize how long it took jiraya to get into sage mode? about a chapter of running around with his hands clasped... Jiraya will get amaterasu'd in base so fast..it's not even funny..
And trust me when I say this.. Base Jiraya has NO, zero, nil , counters for amaterasu... much less sage mode jiraya...
And ps - sage mode jiraya still wouldn't counter itachi's tsukyomi

Jiraya wins. Jiraya always starts with summons which helps to increase the power of his ninjutsu and taijutsu range and also as a partner method. If Itachi uses Susanoo, his reflexes slow down, which makes it even harder to dodge Yomi Numa which is already difficult to dodge under normal circumstances because of the insane range of the jutsu. He learned a novice like Naruto how to break genjutsus, which shows his great capacities in this category. With summons, he has the partner method. Already noticing the break down issue of tsukuyomi against Sasuke, he would be more cautious if he wasn't already.

Their must have been a reasoning to why jiraya wouldn't sense him, because even if he can't sense, Fukasaku and shima should have been able to.
Since Susano'o has requirements such as amateratsu and tsukoyomi, it's only safe to assume it takes up a lot of chakra as both of these jutsu's do.
Yes I realize it took Jiraya long to go into SM, that's why I said Jiraya would use hiding in the toad technique, in this the toad is extremely hard to spot in an open area, since he's very small in size. Sharingan will not help because the toads stomach has a barrier that will make chakra in the inside unstoppable by any sensor types. In this time, he could easily clamp his hands together and the summon ma and pa merge, then go out of the toads stomach.
jiraya gets amateratsu'd, makes a clone and uses fire sealing method to take away the amateratsu, minor damage due to the fact of how slow amateratsu burns. Base jiraya has no chance, I know that that's why I repetitively say he will hide until he turn into SM.
SM jiraya wouldn't, but with Shima and Fukasaku, they can disrupt his chakra at will, removing the genjutsu.
Kakashsi specifically stated there are no cancellation effects with his tsukyomi , because there isn't... his tsukyomi starts and ends in an instant unlike other genjutsu... there is no time for the two frogs to disrupt such an ability
So jiraya gets set on fire, all the while it's burning at his skin , he some how manages to make a clone through all the pain
The clone then sits down pulls out a empty scroll

Either could win with high diff really Jiraiya can outlast Itachi as Itachi has poor stamina, but Itachi can trap Jiraiya in a Tsukiyomi or burn him with Amaterasu; it is too close to call.

Some people are really crazy, none can escape tsukuyomi per 1sec its impossible(probably only madara woud be able to do it or simply the only person who can break it when its in full form)
Tsukuyomi is all itachi need in this battle xD
