Raikage could do this very high diff. His biggest problem would be getting past susanoo which itachi cant hold up for too long. itachi wont be able to keep up with him at all and would waste his chakra using amaterasu and susanoo.

those who say itachi can one-shot him with genjutsu dont realize that even madara uchiha had to physically hold him down and then force him to look madara in the eye to put him in tsukuyomi, which is restricted in this match.
