Itachi, although with high difficulty. Both ninjas have powerful techniques, but unfortunately, Itachi is far more intellectual and smart, that's where Bee will probably lose the battle. However, if the battle drags on, Itachi might lose due to limited chakra... Having said that, Itachi is a great strategist and will probably finish the fight quickly.

I would like to point out to you that if Bee were to fully transform then he would have access to the TBB yes, but he also make a gigantic and slow target for 1)Amaterasu 2) the Totsuka blade 3) Any of Itachi's long range attacks.
However option one would kill him fairly slowly, and option two would seal him automatically, so fully transforming is the worst idea against Itachi.
If he wishes to have a chance he must only use a tailed beast cloak.
I'm pretty sure Itachi will take this with low difficult because he's a very unfavorable opponent for him. Tsukuyomi works anyway, Amaterasu is a big problem for him and his Susanoo is superior to Hachibi since it can use Totsukas sword and Yatas mirror. In the manga, Itachi would've already beaten him with only his fireshurikens, if he by himself didn't warn Bee in time.

itachi high diff. Bee in bijuu form cant or did not counter amaterasu when used by sasuke, it is counted as a weakness.

High difficult? Are you kidding me? Killerbee doesn't stand great chances against Itachi. Once Killerbee has looked in Itachis eyes, he's fucked. And don't tell me Bee would avoid eye contact, he didn't avoid eye contact with Sasuke and so won't do it with Itachi. Apart from Tsukuyomi, one glance of Itachi will hit Bee with Amaterasu, one hit by Totsuka will crush and seal him away although he's transformed into the Hachibi, same time Yatas mirror will repel all of his attacks, even a TBB.

He already proved that he can keep up with Bee's sword-style without being hurt, and since Bee engages his enemies he'd easily fall prey to both Susanoo and Tsukuyomi - he already showed that he'd be stupid enough to look into Itachi's eyes. He lacks too much intellect and knowledge to survive against Itachi.
Since he'd be an even more easy victim for Amaterasu once he fully transformed into Hachibi, Bijuu Modo level two would be his only chance to survive. But since he engages his enemies in that state as well, he'd eventually get caught by Susanoo, Totsuka no Tsurugi or Tsukuyomi. Since his movements in Bijuu Modo were said to be very straight, I'm convinced that he couldn't dodge Amaterasu even at that level.
