Itachi Tsukyomi is the only one that manipulates time

No where in the databook or manga does it state that IT is 1 second = 3 days. That is just Itachi's special added ability to his tsukyomi.. Based off of what was shown by the IT victims. I would say Real time = IT time.

No it did not... The Dreams showed them at there happiest moment or what they felt was there happiest moment

Yes, but it's still a jutsu that alters time, although in a genjutsu dimension.

Tsukuyomi doesn't manipulate time. It just makes the the victim feel like it does. The only genjutsus that manipulate time, space and reality are Izanami and Izanagi because they are variants to Hagoromo's creation of all things technique and reject reality.
