Reasons why I think he's not:

Sasuke now has itachies eyes
They have different hair
Itachi wouldn't blast himself with amaterasu
Itachi doesn't have those lines underneath his eyes(i don't know how that is called in english)
Why would itachi hide his left eye

Reasons why he might be:
I don't recall seing those two together
the reason why we didn't see tobi using ms if he is itachi it might be because he knows he can't use ms enymore
even if sasuke implanted itachis eyes itachi could maybe implant some sharingan from his lab(if he is tobi)
they both have sharingans
oh and they're powerfull
