- held his city hostage
- mindraped and tortured a 7 year old boy
- ordered a 7 year old boy to murder innocent people
- help kill 6 innocent people
- attempt to murder his comrade in cold blood for no reason via a kunai in the back
- torture his comrade for 72 hours
- attempt to brainwash and permanently enslave one of the possible threats to his city (if sasuke was planning to attack the mist, itachi wouldnt have said anything)
- announced he was going to let his brother kill his entire city
- allowed a dangerous evil madman into his city to "help him"
- commit genocide
- allow several dangerous villains to roam free with no punishment
- manipulate and lie to the entire world.
