You underestimate Sasuke's Susanoo. Sasuke's has a sword just as Itachi's has without Totsuka. But Sasuke's also has the Susanoo arrow and can be combined with the Amaterasu to make it more potent. Not to mention Sasuke's MS Susanno has an ultimate form that was never gauged when Sasuke fought Kakashi.

Also we haven't seen very much from EMS Susanoo aside from the fact that it's stronger and can use Amaterasu more diversely.

What makes Itachi's Susanoo special is the Legendary Weapons. Otherwise it's more or less just a standard Susanoo.

And if both of their ms susanno's engaged in combat, I dont see anyone beating the other, which is what I mean by the same level.. there's a clear difference between madara's perfect susanno, which would probably easily slice through any other susano.. I don't see sasuke's bow attacks harming itachi's susanno really

as for sasuke's ems, I can't comment on what significant difference it holds
