Kishi left suttle hints that Itachi was the strongest Uchiha... Madara is no longer a Full blood uchiha as he gave up his full blooded abilities when he decided to use Senju DNA to get stronger rather than his own power and training. Where as Itachi stayed true to his Uchiha roots.

Well lets look at manga facts

Hashirama stated Itachi was better than him

Black zetsu said Itachi was a genius and he was invincible
