Itachi is able to see trough Genjutsu which is cast on himself right away...

2nd Mizukage's Genjutsu is using the surroundings... all those ninja only figured that out because he told them. And even when they knew about it they still had no idea how to counter it.

My guess is that ''maybe'' Itachi can see trough it. But he will not be able to see where the real Mizukage is at..

this is by far one of the strongest Genjutsu's we saw so far IMO

Thats why he lost an eye to Danzo a non sharingan user.
Even while having Kotoamatsukami. Seems legit.
Shisui had the strongest eye genjutsu. But he wasnt the
best genjustu user himself.
He was more like a master of the body flicker tecnique
meaning he fought in some Taijutsu or Kenjutsu manner.

And to answer OT.

Yes indeed. It has high chances of seeing trough it.
And I think the Byakugan also has a chance of it
