Itachi needed Sasuke's eyes to level the playing field as Madara had EMS and Itachi was on MS. That isn't a reason to say Madara>Itachi

Madara could fight a 24 hour death match before his back touched the ground. Itachi couldn't last 2 minutes at such intensity even with his Aids boost.
