Gaara is good at intimidating his enemies as a villian in part one, but itachi was t hat villian that would be omnipresent. (And you can't do anything to him at that either).

I though gaara would be the most unbeatable genin out there......Until sasuke used one move that made him seem less scary.

Gaara was a great villain, but his niche in the series was to be a temporary one. Itachi could have pulled off a side/somewhat relevant villain.
