Do you remember when Itachi was brought back from Edo Tensei and Brought Out the bird from Naruto's stomach? Well, When Naruto Knew about Itachi's plan to Use KA on Sasuke, Naruto Asked Itachi why didn't Itachi use it on Sasuke when he was Alive and Program Sasuke to Protect the Leaf, Itachi told naruto that He couldn't use it that time due to it being Recharged. gg.Don't make me bring out Manga proof.
