if he had EMS and a larger chakra pool he could become a top 5 character , but there is no way he can take on Madara(admitted he couldnt fool),hashirama(stronger than madara),Kabuto(by himself),Nagato(rinnegan, that is all)rikudo sennin(rinnegan that is all),possibly obito,possibly naruto

Gotta correct you on 2 things here

Amaterasu is almost instant, Bee could not avoid it. The fact that it has only been avoided by one person should be a proof of how fast it is.

Itachi had mastered the Tsukuyomi, it takes one second for him to mentally break down a person. Teammates wouldn't even have time to react.

Not saying that he's the strongest, but his OP techniques definitely put him in top ten. You're seriously underestimating his moves, there's a reason he didn't lose a single fight in his life. (I don't count vs Sasuke as a loss, he meant for him to win)
