In Chapter 631, Sasuke says he wants to become Hokage to which everyone responds with animosity for his past actions. Regardless of their opinions, Sasuke still wants to achieve his new goal which was spurred in the light of never wanting something like the Uchiha Clan Conspiracy to happen again.
Naruto remembers Itachi's words about Hokage, stating that those who become leader aren't acknowledged for becoming it, but the other way around; those who are acknowledged become Hokage. Naruto knows this and understands it while Sasuke is illustrating naive behaviors.
That is why, in their final fight, Naruto will best Sasuke and teach him the true meaning of Hokage before offering him a hand and welcoming Sasuke into a new Konoha where Naruto has already promised to change the Hyuuga clan and will probably pardon Sasuke and give him a big role in the village.
