It was to go off at the sight of a Sharingan, because Itachi knew Tobi would go for Sasuke before anyone else, and he knew Tobi had a Sharingan. Unless Tobi is Madara, Itachi is still under the impression that Tobi=Madara because when Naruto told Edo Itachi what Sasuke was doing he was like, "So Madara told you about the Uchiha Incident".
