Yes. KCM Naruto already made a ton of clones before fighting Itachi. When one makes clones, their chakra gets divided by the number of clones created, Naruto made about 50-100 clones so his chakra at that time was 1%-2%

Naruto has a 3.5 in speed and taijutsu, and Itachi couldn't beat him. Naruto also only had 1/12th of his chakra and wasn't using anything special against Itachi, Naruto was holding back too. So don't knock Sasuke.

Totsuka and Yata are merely a overglorified sword and shield combo and the last and best hope you have of keeping Itachi relevant anymore.
