How wouldn't he? Alone, Itachi has no counter for any of Nagato's abilities especially CT and ST. Also Nagato can counter everything Itachi throws at him besides Totsuka Blade, but even in that situation Itachi would need help from the others in order to get a opening to use it.

Not trying to start a debate but just because someone has the ability to counter something doesn't mean he can counter how one setup. Ex Itachi vs DSM Kabuto he stated gen doesnt work on him Itachi found away around that counter. Its all tactics and how you setup. Same goes to Sasuke vs Danzo he setup a weak gen and danzo got played. It's not the fact you can counter it but can you stop them from setting up... Again not debating just my insight
