Meaning of all time. Most people would put Itachi up there just because of his time, he was an exceptional ninja. He was good no doubt, but no top ten material. " He was a prodigy at such a young age, even compare to a Hokage." Dosent mean he is top 10, because in the end...he wasnt Hokage.
Here are people who are top 10 ahead of him and why IN NO PARTICULAR ORDER, scenarios where everyone has full intel on eachother.
1. Hashirama: he had great ideals, and his power was never surpassed. He wasn't perfect. He said that Itachi was a better shinobi, but there's no proof, Hashirama is a modest guy and knows his imperfections. He didnt know Itachi personally, and he too was willing to make hugh sacrifices for peace.
2. Muu. When he disappears, he is untraceable as he leaves behind no chakra signature. His Dust release is only countered by dust release and so far has no weakness. Not to mention his ability to fly which gives him an slight advantage over most enemies. Itachi may have a shot at genjutsu, But Muu can create a double of himself, sacrificing the dust release and can out atch Itachi.
3. Juubito (Obito): Prior to becoming the Juubi's jinchuuriki, Obito was much stronger than Itachi. Being able to take on Killerbee, Kakashi, and KM Naruto. He has a powerful Mangekyou which gives him the power to continuously use the OP jutsu Kamui. Not only that, but he has great skills, reflexes, and apparently can use a few of the Rinnigan's abilities. Not to mention the use of Senju DNA which gives him a considerable boost to his ability, and the gift of Mokuton, not only that, but He is very clever, and smart. Juubito is no contest, he solos 95% of the Narutoverse.
4. Madara (Rikudo Madara): Madara has mastery over EMS which grants him great reflexes and ability. He also has the Rinnigan and its powers and possesses powerful chakra. His Susanoo is far stronger than Itachi's and so are his eyes. He has better skill in taijutsu and has much greater speed. Rikudo Madara is no contest as it seems he can solo just about everyone.
5. DSM Kabuto: As much as Itachi fans would hate to admit it, Itachi loses to a DSM Kabuto. With Edo Tensei at his disposal, Kabuto can use the powers of other strong ninja to use against him. Not only that, but Kabuto can also use the environment against Itachi. He can heal from any wound, liquify to avoid damage, black his eyes from visual genjutsu, countering all of itachi's attacks, he will know about Izanami, and with the help of Manda 2 and some powerful edo tensei, Kabuto will make sure not to let it occur. Not to mention that Kabuto is arguably the most intelligent shinobi in the series up there with Shikaku, Shikamaru, and Kakashi.
6. Naruto: Naruto has surpassed Itachi. He knows that in order to fight a powerful sharingan, he needs numbers, numbers like a large bunch of KM shadowclones, or maybe even a few BM mode clones. He has far more fire power than Itachi, and is faster. He can also sense Itachi, so sneaky attacks wont work so well. Naruto can dodge amaterasu, or protect himself using the Kurama cloak in BM. He also has the secret weapon of unpredictablility which usually always gives him the upper hand in battle. If he falls into genjutsu, his clone, or Kurama can wake him. If Itachi plans on using Tsukoyomi, he better choose the right one, since he wont be able to tell the difference between clones. And even if he catches Naruto, Kurama will notice the instant it happens, and snap Naruto out of it before Itachi can do any harm.
7. Tobirama: The inventor and specialist at Shadow Clone, FTG, and Edo tensei, along with powerful chakra and skilled in water jutsu. He has been fighting uchiha for years, basic Uchiha genjutsu wont work, or else he would have died already. He can make use of shadow clones, even better than Naruto to help when it comes to genjutsu, not only that, but he can use Edo Tensei, and have them be like infinte bombs that keep coming back. And with FTG, landing a hit on Tobirama would be impossible for Itachi.
8. Kakashi: Definately a close call, maybe even a tie. But Kakashi has more of a shot at victory. Kakashi has shown a HUGE development since their first clash in Konoha. He has the MS, a powerful one. So he can counter against Itachi's. Kamui is basically all kakashi needs. Its shown that he can Kamui a large object such as the Gedo Mazo's arm almost instantly, a small figure in comparison like Itachi would be effortless. Not to mention Kakashi's vast array of Jutsu and his cleverness.
9. Six Paths of Pain/Nagato: How you might ask? Allow me. With the Six Paths, Itachi will be having to face of against six individuals who posses a single power of the Rinnigan. Itachi dosent have much stamina, so fightning mulitple foes will be his down fall. Animal path has huge and powerful summons who all have linked vision to the others. Deva path can either reflect all attacks, or bring Itachi in for a powerful blow. You have the Naraka and Human paths which means that itachi can have his soul ripped, Naraka can also revive any paths that may die. Asura path has advanced firepower. Nagato also can defeat Itachi. Although he isnt mobile, he is basically a death machine. He is basically all the paths, but if they were all standing still, which would make it less difficult of itachi, but still. Itachi may be able to hit Nagato with Totsuka gg, but although it is said to be a "spiritual weapon." It is still chakra based as it comes from Itachi's susanoo, thus the blade can be absorbed.
10. Sasuke: Yes folks. Sasuke. Sasuke has surpassed Itachi. He now has the EMS which is a combined power of his own MS plus itachi's MS. Making his sharingan more powerful, he has better mastery over amaterasu and causes him less strain and can overpower Itachi's tsukoyomi with his EMS. His susanoo is stronger. And can outlass Itachi's. The only thing saving Itachi will be his Yata Mirror, but itachi cannot maintain susanoo for too long in conjuction with other jutsu.
These 10 people have the power, skill, and brains to defeat Itachi. Itachi is powerful no doubt. But his best jutsu are one time uses, afterwards, he is left drained due to his sickness.
Itachi dosent not belong in the top 10, but maybe the top 15, or 20.
