I'd say Itachi is really scary. If he was bad he'd be scarier than Madara he's so level headed. 

If anyone could bring the ninja world to it's knees it was Itachi. The Guy thinks about battles that will happen 10 years from now and have every possible jutsu to defeat you in 5 minutes.

Obito did admit that he was afraid of Itachi and that he was the only reason that he didn't go against Konoha while he was alive. Even though Obito had more power at his disposal, he was still afraid of him, so I really think that says alot about Itachi's character.

no he doesnt. itachi sat back and did nothing as akatuski gained power after power after power and let them start a world war. hes a selfish idiotic lazy evil sociopath.
he allowed orochimaru, he honestly just LET orochimaru waltz in and kill half of konoha then kidnap his brother. oro didnt do this fearing reprisal from itachi because he knew full well itachi doesnt care about stopping evil people or planning out defeats of his enemies.

no he didnt.

in fact even when they were free to tak about itachi however they wished, obito and zetsu said itachi was a "thorn in my side" and "eyesore". not "the greatest threat to our plans" or some shit.
obito admired itachi and his planning. but thats it. the deal was just that, a deal. obito need no longer uphold it now that the deal maker is dead. did obito rush off to konoha to destroy it then? no...in fact it was barely a blimp on obitos radar. the jins were. meaning not going against knoha wasnt even slowing obito down!
