I still don't get how anyone could conclude that. He never once said anything about strength. Being a shinobi is about more than strength and fighting. The key point being a shinobi should not show emotion, and even though Itachi did cry (he's human for goodness sake), he still killed his clan without thought. Like an assassin.

Itachi was a tool because he was weak and had no choice but to be,hashirama was beyond powerful enough to make a difference without having to become a tool despite of the era that hashirama lived in which completely shits on the era that itachi lived in,next time making a statement like that, why don't you try switching them and putting them in each others spot, do you seriously believe that hashirama would have had to become a spy in order to protect what he loved? LMFAO!!!!not a chance in hell....and would have succeeded every time...unlike itachi.

I do not agree with the part where people say that he was a tool or wanted to be a tool, the point is that Itachi was tired of all the fighting and wars and he knew what was needed to be done to prevent another war, it had nothing to do with being a tool or not, since Itachi desired peace himself, he knew what he was doing.
