I agree with your statement. The talking was a bit too much for my liking, but his character had exceptional growth in the villain role.

sasuke overused his eyes in those moments so he was in need of a new set, which is what obito hoped for

sasuke is the only one that could be theorized for.

Sasuke is the prime candidate to show us this experimentation on the Uchiha's. Madara has shown through his hatred that growth is also possible concerning his visual powers. Without hatred there's no possible achievement in their powers to upgrade in a high regard. The same goes for Itachi, but in his case-- it was different. Itachi had hatred towards the one's that possibly became a hindrance in Sasuke's well-being. Itachi would go as far to threatened their lives. We know that an aggressive Itachi is more dangerous than a pacifist one.
