I genuinely think they're equals in most ways. Minato saved the bae Itachi would mostly save the village. Minato didn't do a halfbad job of that either as seen in the gif above, he just went to go fight the man in charge and left Vulpix to Hiruzen and co. They're as close as equals as this manga gets.
