It seems you do not understand the concept of reincarnation.
When a person is reincarnated..it is generally believed that he is reborn into the world with no memories of his past and his former skills and abilities is out of reach
Of course , a person will retain much of his spiritual grace and that may influence his base personality but his personality is still defined by his experiences.
Heck , he may have a extremely different personality since he have entirely different experiences

Sasuke attained great power in his previous life. But his body was destroyed and all that remains was his consioussness and that was reincarnated into a new physical body that has none of that achievements yet and sasuke strength most probrably do not have that great destructive power he Once had as indra
Thus Itachi does not beat Indra. Indra was a powerful being that there is no proof as of yet that any current living being or edo tensei being currently existing in their current forms in the narutoverse that can beat indra.
