We have already seen he was able to use his swords with his limbs, so don't know where you got the idea he can't cut some of them if he wants.

Again how can he cut off his limbs in the 8 tails form? Reverting back to human form will make the fire spread faster on his body. He can't cut his whole body off.

Itachi wins with mid-high difficulty. Bee's best bet is to stay in V2 but even then I believe Itachi's got this. One problem is samehada though which will drain Itachi's already average chakra reserves. Bee also fools around and lacks the brains that Itachi has. It would be interesting to see Totsuka blade seal a tailed beast though and I'm not sure if it can.
