Madara is ridiculously good as a ninja and is superior to Itachi in many ways, particularly raw jutsu power, but I believe Itachi is the single best shinobi in traditional skills like weapons, seals (clones,) stealth, etc. as well as his specialty, genjutsu. Itachi's power isn't because of his mastery of dōjutsu or special chakra, but because of the mastery of himself.

it was pretty obvious what kabuto wanted to do as he spelt out that sasuke was the whole reason he joined the war at all. itachi was in hearing range of this. plus the whole "sasuke join me and kill itachi together". it doesnt take a genius to know what kabuto wanted to do. and he certainly didnt plan out the kabuto fight. he got almost killed several times
