Itachi having bigger potential than Madara?

Itachi may have been able to surpass Madara, but he didn't. I'd say if Itachi were truly evil and went through with taking Sasuke's eyes he could have definitely surpassed Madara.

This, I think.

Itachi had many powers, but Madara had the most important element that Itachi lacked: a thirst for dominance. Itachi was only ever as strong as he needed to be to complete his altrusitic missions. Madara, on the other hand, was haunted by Hashirama and that pushed him to ridiculous lengths that a peace-loving Itachi would never reach.

If Itachi's personality were different, and he stole Sasuke's eyes and compounded that with the Totsuka and Yata Mirror, then yeah, he'd surpass Madara. Kabuto already said that Itachi was essentially more perceptive and intelligent than any other Uchiha, so if you hand Itachi the raw power and stack that with legendary items, yup.
