but however if a ms user takes the eyes of another ms user e will recieve the ems so why didn't itachi?

Bro Those eyes should be replaced. Itachi just took those eyes and kept them. He didn't replace with his own eye. That is the reason he didn't have EMS..

Itachi didn't have it. It was the crow that was inside Naruto. Itachi didn't transplant it, he just used it on himself. He didn't transplant it, not to mention his MS looked the same. With EMS you can't go back to the MS stage. He only used it to escape Kabuto's control. He didn't transplant Shisui's eye into one of his, he was hoping Naruto would use it on Sasuke, but decided to use it on himself to protect Konoha.
