He's not- Itachi is 5 years older than Ino/Sasuke/Naruto and co. That's the average gap, anyway. If he were still alive now, he'd be 37 and Ino is 32 atm.

Also, 13 is the age to consent in Japan.

ot: It was definitely Ino. And a few others according to Viz. Was so kind that he gave anyone he cared about a great time.

I always saw it as some sort of arranged in-clan marriage, so that the main family could keep their lineage "pure".
It was probably something extremily tpugh for Itachi to pull off tho, seeing as they probably did spend time together preparing for the union...
