There you have it folks. Cee recognizes Sasukes attack as Amaterasu. He then goes on to say that Sasuke is even more skilled than Itachi with it. How would he know this? The obvious conclusion would be that he must have faced Itachi before and solo'd him. If he witnessed Amaterasu from Itachi that means he faced him in battle an analyzed his usage of it to a point where he could easily deduce Sasukes usage was the better. The key thing here is that if Itachi used Amaterasu on him he must have had a real run for his money. But ask yourself, why would he need it for Cee? This leads to the conclusion that since Itachi is always with his partner Kisame, Cee was most likely with his, Darui. Darui has proven to be as fast as Raikage here:

and defeated Gin Kin bros, something Tobriama and Nidaime Raikage could not do as a team. It clear that Kisame and Itachi probably crossed paths with them looking for Bee at one point and got into a real serious fight, at least serious enough that Itachi had to use Amaterasu. Both Cee and possibly Darui had lived. Great feats for them... sort of if you ask me.

No, Kisame is not always with Itachi. Itachi was confirmed to be in solitude at times, with being partnered with Kisame. So when he saw someone, out of the Akatsuki members, it would obviously be Kisame the most.

No, Cee did not see Itachi's arsenal. According to Zetsu, the fact that Itachi employs amaterasu is a widely-known fact. Cee was saying this here because he knows what an adept shinobi Sasuke's brother is, and therefore was wondering if his usage would exceed his...which it does. U_U Even Zetsu knew about Itachi's amaterasu and was saying it was amazing and what not, & then admitted to never having seen him use it before. :/ That's what he was looking forward to seeing during Itachi's staged fight with Sasuke. You don't have to see someone employ a tech to hear about it or gain intel on them and know that they have it.

Also, Cee is very close to the raikage. He is supposed to have access to various files on shinobi. He has a good idea of the arsenals of the Akatsuki, even though he hasn't encountered them or seen them, just as most individuals who are a part of intel divisions in the countries do.
