No, Danzo was doing all in favor for Konoha and he understood the Uchiha's were a danger. Just like he most probably learned from his sensei, Tobirama.

Please don't get it confused. Itachi made the choice to protect the village simply because HE wanted to.

I seriously doubt Danzo knew the potential that Itachi withheld at the time, nor the main reasoning behind his true intentions. If that's the case He wouldn't be intimidated by Itachi when he came back to the village. Nor when Sasuke tested the fact if he could use Genjutsu on him by making it seem as Itachi appeared there.

More than manipulated Itachi was blackmailed imo. what is more, danzou caused a lot of damage. it would have been better if itachi had exposed tobi, as that would have cleared the uchiha having anything to do with the kyuubi attack and solve the conflict, plus deal a premptive strike on the akatsuki.

you can say that danzou did necessary dirty deeds, but the fact is pretty much all of them bit konoha in the butt. nagato, kabuto, sasuke, orochimaru, danzou's meddling pretty much created all of them.
