yea but his suito is not as strong as his KAton.
itachi's nature is katon and suito is like how kakashi copys jutsu.

Think of it like Cement and Sand. To mix them you need Water. With out the Water there is NO mixing. Itachi has the Cement and Sand (Elements: Fire and Water), but he doesn't have the Water (Kekkei Genkai-Bloodline). Simple.

I guess itis like people having a distant conection. that goes way back. They have in there blood that special trait that allowas them to use it. It is sort of just genetics. Some genes travel on a long time. Think of it as if the uchiha clan split up and went to three diffrent villages. Many people in diffrent villages would have the ability. Maybe wha ever clan or clans these abilities started with did not care enough about the ability to keep it within their own villiage.
