itachi and tsukiyomi

my question was tsukuyomi itachi jutsu like amaterasu i dont think this was a jutsu all mangekyo user could use as we have seen many but none could use it, like Shisui and his KA i believe this was his jutsu not one that belonged to the clan like sussano or am i wrong?

i think each mangekyo user get something of there own i think shisui got KA, Obito got Kamui and itachi got Tsukuyomi and amaterasu
