Itachi and Shisui in Root?

Was wondering if it was safe to assume that Itachi and Shisui were both in Root. I ask because Danzo stole Shisui's eye and versus going to the leaders about it he just gave up. Then instead of going up against the other leaders Danzo allowed Sasuke the chance to live. I am pretty sure you can talk about danzo to other people with the seal. But yea why didn't he just go to the elders. Also I am sure those of the Hyuuga clan can see that it reeked of Shisui's chakra so why didn't anyone say anything. Hitachi couldn't tell sasuke possibly cause he was under the sealing technique.

• Shisui - Probably. Shisui carried a Tanto which is a typical Root weapon.
• Itachi - dont know, but I dont think so.

Members of Root were usually orphans and had to pass a final test by killing their best friends to kill off their emotions. Itachi wasn't an orphan. Also Shisui and Itachi didn't seem like their emotions were "killed". On the other hand, the final test could explain how Shisui got his MS.
