Itachi had his sickness and probably didn't want to overuse the Susanoo. Plus he already had Totsuka Blade and Yata Mirror so his Complete Susanoo was enough.
Sasuke also wasn't able to use it either because he had just awakened the Mangekyo Sharingan, and before he used Susanoo he would spam Amaterasu.
I know people are thinking "BUT KAKASHI WAS ABLE TO USE IT INSTANTLY" and that's b/c those eyes weren't just awakened. As well as because he also had Obito's Chakra within, thus being able to copy Sasuke's.
Well Itachi didn't think he could beat Madara (Obito) and with PS+his weapons he would be a force to reckon with. I think it's more about Obito than Kakashi. Obito had many different possibilities that might have made his eyes unlocking PS.
1) Having Hashirama's DNA increased Obito's MS to EMS levels as Madara's eyes went from EMS to Rinnegan except since Obito only have MS, it wouldn't change but it's powers will.
2) Having some of Juubi's chakra in him helped him unlocked PS, he pulled out some chakra from Madara and was using some Sage powers like his staff so if he still had some of that chakra when he got his other eye from Madara then it would increase his MS powers as well since it's power gave Madara a 3rd eye and all.
3) Having BZ attached to him. BZ obviously have some sort of special powers and having him attached to Obito when he had both of his MS could have unlocked PS.
4) Having Madara's Rinnegan which contains the EMS powers and jutsus as well might have been when Obito unlocked Susanoo since Sasuke said those with double MS can unlock it's powers and Obito is an Uchiha so he might have unlocked Susanoo and tapped into Madara's PS and his own eye was affected in some way. We see Madara use his Susanoo with no eyes and with one of his eyes so it's possible.
5) A mixture of some of the above

Madara controlled Kurama with 3 tomoes when he had EMS at the time and Obito is his student so he more than likely learned that from Madara

2. I think kishi just did not want to spoil the fans. That why he showed the normal sharingan. Before the tobi reveal he used kamui with 3 tomoe, but after that he always used mangekyou
2- No because Madara who already had EMS used 3 tomoes on Kurama. He trained Obito so probably taught him how to master the Sharingan as he did

1) Everyone did that, even Madara too.
2) It doesn't implies you need MS.
3) Itachi can use FTC, which is S/T........... Also, FTG don't need Sharingan.
Sasuke and Itachi said they need MS to control Kurama, Sasuke says it and Itachi said Sasuke did as he said and read the Tablet to find out the power of the MS

Itachi a genius of the Uchiha clan couldn't even make a susanoo with legs.
Sasuke another genius only mangaged to make one with legs after EMS and this powerup
Madara another genius only did it after achieving EMS or Rinnegan.
Kakashi who is not an Uchiha nor is he a genius compared to them(except that dead eyeless pedo fodder) awakes PS immediately.

Kakashi is a genius -.- he graduated from the Academy (5yrs) and became a chunin (6 yrs) which is earlier than any Uchiha did but it's not about Kakashi, it's more about Obito unlocking it as I replied to OT. Obito probably unlocked PS when he took some Sage chakra from Madara, he got both MS shortly after or it could be having Hashirama's DNA, or being attached by BZ who seems to have powers of his own or a mixture of those.
Even with an edo and healthy body itachi still didn't pull out a soosano with legs let alone a ps, sickness can't be used as an excuse. Not to mention kakashis chakra isn't that much better than itachis. And this is itachi, a genius even among the uchiha clan itself. Kakashi instantly gets 2 ms and just pulls out ps just like that. And since when is soosano copyable? I thought it was a doujutsu and kkg, how can it be copied? That's like saying amaterasu can be copied. Just accept that kishi pulled this kakashi ps stuff straight from his ass.
I'm leaning more of it being about Obito since a non-Uchiha can't unlock Uchiha powers; we see Obito being the one to unlock the MS. Can't be copied since you can only copy things that you have the ability of using so Kakashi would have to already be able to use PS to copy it so Obito would have already need to unlock it. This is why Kakashi only copy jutsus of lightning, water and earth; those are his nature transformation.
Wrong. this chapter confirms that Itachi Had Perfect susano'o but he just didn't need to use it to shit on Sasuke and Orochimaru. His armored and complete susano'o was more than enough to make Sasuke crap his pants U_U.

No it doesn't, a non-Uchiha can't unlock Sharingan powers and Itachi already said Kakashi couldn't use the Sharingan as well as a true Uchiha back in part 1. What took Kakashi months to learn (using Kamui), took Madara and Obito seconds to use and Obito used it even better seeing how he immediately knew how to make it so he can enter Kaguya's dimension. Obito unlocked PS, not Kakashi. Obito had Hashirama DNA before he had MS, took some Sage chakra from Madara, had BZ attached to him and any or all of these more than likely made it possible for Obito to unlock PS.
